Mr. Harper was a 1948 graduate of Woodrow Wilson High School and Benjamin Franklin University in Washington, D.C. and retired from the U.S. justice Department, DEA, accounting department. He was a veteran having served in the Korean War from 1953-1954. He was preceded in death by four sisters, Eileen Gadd Fleshman, B. Jeanette Dietz, Lyda Harper and Margaret L. Harper.
